The UK and US have established a major trade agreement that will guarantee zero duties on UK drug shipments entering the US market.

Key Provisions of the Accord

As part of the deal, the UK has committed to boost spending on pharmaceuticals through the NHS. This pledge secures that import taxes on these key exports will be held at nothing for a duration of the next three years.

This development follows previous threats to significantly raise import taxes on branded pharmaceutical products, with potential rates discussed up to 100%.

"This arrangement between the Britain reinforces the international landscape for innovative medicines and introduces long-overdue balance to American-British drug exports," a release said.

Commercial Impact

Medicines represent one of the the United Kingdom's biggest goods shipped to the US, which is clearly the primary buyer for large UK drugmakers.

Trade data indicate that in the one-year period prior to September, the UK exported pharmaceutical products worth over eleven billion pounds to the US. This amount represented nearly one-fifth of British export trade in that period.

"This guarantee secures work, increases funding and paves the way for the UK to establish itself as a global hub for medical research," the Business and Trade Secretary commented.

Specific NHS Changes

The agreement includes several notable pledges from the UK:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it considers new therapies to be prohibitively costly by twenty-five percent.
  • Boosted Medicine Funding: There is a target to raise overall NHS spending on drugs from 0.3% of GDP to 0.6 percent over the next decade.
  • Rebate Cap: The sum pharmaceutical firms must refund to the NHS to prevent overspending will be limited at 15%. Last year, rebates exceeded twenty percent.

Broader Context

The pact takes place against a protracted row between the pharmaceutical industry and the British authorities over drug pricing and regulatory access.

This friction were intensified by claims that US patients were paying a premium for the equivalent treatments than people in the Britain and the EU.

In recent months, several large drug company projects in the UK have been paused or cancelled, while substantial investments have been directed toward American operations.

A senior figure acknowledged that the NHS must invest a greater share on medicines, noting that its budget allocation on drugs had shrunk as a proportion of its total funding over the previous ten-year period.
